powers not upgrading

is it my imagination or when you put the second and third point into your powers it doesn't change anything, it says I have 33% more threat on the basic one , second one says 33% more , etc.. so I figure it should be 99% with all 3 points in there, well it still says 33%, so are we wasting our points or is it increasing anything ? I am a guardian fighter, has anyone else noticed this , sorry I forget exactly what the power is called but I think its happening to all of them except the ones that get additional encounters.
