Tested out the companion runestone stat % to master, gear score did not rise.

I had a man at arms rank 15, i put in a companion stat % that goes back to master, rank 2 I believe.
My gear score did not go up, is this intended or a bug? Also I'm not completely sure but could one of the devs/bug testers please try out whether the ioun stone also improves gear score when you use it with items or not//charisma % stat increase as well.
