Banned regions

Is Egypt banned? I have been playing jade dynasty and forsaken world for a load of time from the same exact location in Egypt, even blacklight retribution, on steam and before steam, now when I get to register a new account for my brother as we got some NW keys, I'm greeted by this message that my location has been banned.
So, what can I do? what are the banned regions that i can't create a new account from? as my old account (almost 4-5 years old) is running well but under some restrictions, as I can't access "My Account" nor "Support"

Limited access, but I still can't register a new account, plus, as far as I know, your country gets banned, if another company buys the publish privileges for this country, as far as I know, there's no publisher for PWE service in Egypt

Nevermind, did some research and found out I can't create new accounts from my current IP, but I can still access all the PWE games....
