So there is MANY threads that ask, How will exploiting of the foundry system be stopped?!?!
The Simple answer to this is to take 5 minutes and read how the STO foundry system is handled. This same system will be used for NW in how you create and share content with fellow gamers, as it is a very proven system, While some tweeking and certain bonuses "MAY" be given out in another way that the NW devs choose to add to the current system. Aka, Top 5 missions as voted by the community players or the designer may create balanced loot items/distribute it. But this is just a guess.
For Simple questions I'll post some of the balance issue questions that have been raised to the dev's in STO.
Q: (Kirkfat) Players don?t really get rewards for playing some of the best story missions in the game (via the Foundry). Will this ever change?
Dstahl: As a prolific Foundry author, you bring up a valid point about rewards. The answer is yes, it will change. We have always wanted to find the right way to offer rewards for Foundry missions without leading to abuse of the reward system. Our temporary solution is to start featuring Foundry content similar to what you?ve been seeing in the in-game bulletins as the Foundry Spotlight. Based on the success we?ve had with this low budget form of promoting Foundry missions, we plan to make it a full blown feature in the Mission Journal. By doing so, Foundry Spotlight missions will be setup similar to how Feature Episodes are promoted within the Journal. This will allow us to attach premium rewards to specific player made content that is being featured. This also allows us to prevent abuse of the reward system, while rewarding high quality player-built missions with excellent rewards so that players have even more incentives to play them. There are some technical features required in order to make this happen, but we have already started the ball rolling to get this in shortly after Season 6 releases.

The reward system won't be in the control of DM's that make the user content, you will receive a balanced reward based on your level like in STO.
In short, exploiting of user made content CAN happen, But if the community reports attempts and values GOOD well balanced content and DM's that Care about their content the foundry will be a wonderful assets to the game.
I hope this clears up any miss conceptions about the foundry and it's reward system, please read up on things before jumping to assumptions.

I am experienced with foundry STO.
Exploiting it is VERY hard. The author doesn't get to place treasure,
or change mob drop rates, or even change basic mob statistics.
(you could change the mob skin in STO, but that was it)
You CAN choose what mob pops where, and its general level and how many.
some might say..what if they put in a zillion super weak..whatevers,
they can then collect a bunch of exp.
Nope, if they are very weak to you, your going to get zip for killing them.
I understand the concerns but this has already played out in STO and
it works nice there...very nice.

NW foundry may turn out to be quite different from STO foundry. An year in gaming industry is a large time in improvements and NW foundry system has more lead than an year. We already had discussions way back considering STO foundries (before forums reformed), even discussions of extreme ideas like no rewards etc. but this issue is bound to come up again and again till some actual information on foundry is released.
For now, only things that have been released regarding foundry by devs is that it will:-
- Have a better ranking system (i presume than STO) and popular and good missions would be rewarded in some unknown way(PAX 2012)
- Foundry will have a separate beta(E3 2012)
- No custom content(interview an year ago when NW was supposed to be Co-op)
So comparing it with STO foundry and taking that as a measuring stick is not completely fair. But it is safe to assume that there are some restriction to exploitation - how? we won't know till new information is released.
EDIT: And by that I mean is that they are not just patching up the foundry of STO and putting it in NW, but making it separately and differently as they have indicated in interviews.
