This is connected to whatever the issue is affecting the character loading screen.

Usually, the hands are put around the hip. For whatever reason, the hands would move up. The worst is when the hands were spread straight from the shoulder. The hands in OP's were not yet moved to the highest position.

For the character loading screen, get into a character and then back out could fix it, the hands back to their hip position.
For OP, logout and login could fix it. In the worst case, re-start the program.

Arms up sideways like that is how humanoid models in 3D games first load before the pose or other animations are applied.
I only know that clicking through alts doesn't change anything, if it's happened to one character, it affects them all and the longer you leave it sitting there the worse it slowly gets. But I don't care about a fix because I'm not sitting looking at the character screen, I'm either off doing something in RL or in the game playing. The issue for this problem is that it makes Cryptic and the game look bad to new players but tbh I'm totally over trying to help them. They can't even be arsed replying in here so anything I see now which is bugged I usually just ignore. I used to put in a lot of effort to try to report things but they sort of killed that off since Percemer left and no-one gives a S here so why should we bang our heads against a wall.
