for newer toons is there a way for them to do the "Day of the Dungeon Master" event?

I only ask because all of my other toons that have already been through can enter easily enough but my bard cannot even start it.

Only for titles, if you care about that. Nothing else.

Actually, I only care about having the same areas unlocked for all toons, does not matter if I never take them back into the area again just as long as I can if I ever chose to do so.
