Fishing SOMI again

So, i headed to somi to buy that 20% reel rod, noticed that i had not done this Learn to fish. (notice, im pretty sure that ive have done this quest)

Was a about to do it but got this error:

    quest was reset for everyone. If you still have the basic rod given to you the first time round or purchased from the winter festival it will not allow you to redo the quest.
