Well of dragons bugged quest

Hey so recently made a bard and am grinding campaigns. Am in well of dragons and took a quest from Linu called "rescue captives from the prison camp" and none of the mobs there actually spawn any prisoners?!! Tried changing instance and even dropped the quest and picked it up again. Still the same !
