Seals of the Adventurer bind on pickup levelling gear pieces?

So there was a change in the seals store a while back, I can't be sure what module or patch but I suspect it started with mod21, and now it's possible to buy gear for levelling a character that has no minimum level requirement, for any class. It's even referred to as levelling gear. Decent stuff to go all the way to 20 with, no gear change required until you hit level cap. Seems like a nice idea, right? Only one problem: head, armor, arms and feet slot items are bind on pickup on character that buys them. It's possible to buy rings, pants, shirts, and even weapons for other classes, and that's great honestly. Why not the rest then? Why have a the option to buy gear for another class but not allow transfer to other characters on the account?
