Can't advance "Missives, Auctions and Diamonds"

[EDIT -- never mind. The location of the courier has changed, no longer near the auction house outside.]
Trying to go back and finish this one on a level 20 warlock which hadn't done it before. I've done this one a few times in the last few weeks with other characters and just saw this for the first time today.
1) Accept "Missives, Auctions and Diamonds" quest from Knox after finishing Vellosk
2) Go to the Postal Courier
Observed Result:
Quest does not advance (should ask me to see the auctioneer next) and no new mail from the auctioneer appears
Expected Result:
Talking to the postal courier should advance the quest to tell you to talk to the auctioneer next, and you should have new mail from the auctioneer.
