In new module item level of gear has increased, so all gear has item level above 60 and sells for a maximum value.
As result after this change players will be able to craft level 1 gear in professions, which costs 34 silver coins, spending only 1 silver on crafting. Player can instantly make 80 low level crafts per day, so player can easily obtain 26 gold coins per day from each character.
I think its bug because this method doesn't require anything, too simple and produce much more gold than any other sources (enemies drop, looting chests, etc.). If it isn't a bug I would like to receive an official answer.
Solution examples:
Is it necessary to sell gear for gold? Maybe remove the option to sell gear, and instead increase the amount of gold falling from enemies? (At least for gear from professions)
The other solution exmaple for this bug is changing gear cost formula. On previos versions gear reached maximum cost on 60 item level because gear's item level was equal to requared player level. Maybe it is enoth to change maximum from 60 to 1000 in formula?
*More detailed explanation of hotfix 2 example: Let Old_Cost(Gear_Level) the previos function of gear cost which takes gear level as argument and returns cost of this item. Let New_Cost(Gear_Level) the new function of gear cost which we going to create. So let the New_Cost(Gear_Level) = Old_Cost(Gear_Level * (60 / 1000))
Post addition 2: why it became important in m21
In m21 all gear from professions sells for a maximum cost, so this method produce x1.5 more gold and players now can do this since level 1 in any profession. In addition to this, other gold sources were greatly decreased. I think it is terrible that the only gold source in the game has the "clicker" gameplay.
Yes, this is a way to make gold using professions. It has been this way ever since professions was changed. So you can make a profit using professions, what's the problem in that? You just mad because you just found out or what? This is NOT a bug.

This is not new and has nothing to do with mod 21. This is what it is since the first day of workshop. People has been making gold this way for years. You can do the exact same thing in the live server right now.

This is how Mastercrafters find the gold to get their jobs done (it's very expensive) - they buy gold from other players via the AH.
If the system was changed to not allow making a gold profit, Mastercrafting would instantly die.
You obviously do not understand this ecosystem but it is WAI.
