Paladin rating/total percentage not correctly adding

Noticed under several circumstances, item or power adds to rating and not total, on power stat. Example is potency and potent precision, from companion, precision adds to total, but potency does not change total percentage, but increases rating. Tried many combinations of items, enchants, potions, etc, and could not get my total percentage to 90% ever. What is a good list of things that should fall under other contributions.
