% of HP gear bonus procs and DoT powers

A few of the better gear bonuses require you to damage or heal for a % of your HP, normally 10%. There are a couple of issues since the combat changes went live that make them hard to proc, and more so for some classes than others.

1.) We have more HP then before, which makes 10% much harder to proc for most classes, unless they have very hard-hitting at wills or the ability to use a lot of encounters quickly.

2.) Some classes have a lot more DoT powers than others. A DoT power will never proc this kind of gear bonus, even if it deals more damage than the 10% threshold in total. This creates a disparity between classes in maintaining buffs, which can make quite a significant difference.

I'll use Wizard as an example. None of the at-wills will ever proc the bonuses. Key encounters like Ray of Enfeeblement, Icy Terrain and Entangling force will do enough damage overall, but never enough in a single hit since they are DoT. The Wizard is therefore left with 1-2 encounters, depending on setup, to proc the bonuses. Most of the time, the cooldowns are too long to keep up more than a couple of stacks, with the one exception being the (relatively short) time the Arcane Empowerment daily is active.

Could consideration be given to DoT powers proccing these bonuses, when they do enough total damage on a single use? It may also be worth reducing the HP requirement to 7.5% in order to account for the increase in HP.
