I was able to make the 10,000 item level requirement to queue for throne of the dwarven gods and prophecy of madness at level 24.
I am now at level 36 and meet the item level requirements for
Illusionist's gambit
Master of the hunt
Dread legion.
Thankfully master of the hunt and dread legion are locked because I do not have sharandar or dread ring unlocked, but level 20 and 30 players shouldn't be able to queue for skirmish's.
