Equipment sets are not granting set titles

If you pick up, for example, the complete High Vizier set (head, arms, armor, feet, main hand, off hand) it is supposed to grant you a set title "High Vizier". I've tested this and none of the set titles are being granted when you first acquire these or similar item sets. If you had the titles from long ago you still have them but new alts cannot get them. Just tonight I acquired a full set of wizard drake seal gear from the auction house (all six pieces). I got collection notifications for all six pieces but no set title at the end.
