Hard to say, I wouldn't trade off my %dmg rings for the stats. My IL is about 52k and stat wise I'm over capped at around 54k of power, acc, ca, crit. Only stat that could improve is crit sev but it's already capped at 90%.

I see these rings as a great way to cap stats from lower level and think it might be intended! I'm starting to see a trend of items like your reporting still in game and can be very effective to raise stats for growing players! But not effective at the end game level.
