One of the most common critiques of the new system is that increasing item level (il) will lower stats bonus % due to the way the new system uses IL to determine the percentage.
It's so bad that veteran end game players are making loadouts for scaled content with intentionally gimped/lower il gear and are seeing more damage/better healing/more tankiness and thus faster and easier completions. It just strikes me as completely unintentional and 100% unintuitive that the most optimal solution for scaled content is to drop your gear level down.
A very simple solution would be to just increase the combined rating on gear. possibly only on higher tier gear over a certain il or perhaps globally. Why isn't that being done?
