PS4 I'm level 70+, but can't access the Charge screen. I "need to complete all quests in Blacklake".

PS4: I do not understand why Arc thinks I haven't completed Blacklake District yet? I'm up to the Tyranny of Dragons. If I cannot figure out what's glitchy, I cannot put money on to my account.
I am a "Non-Player Character" in Neverwinter. Why? Because I'm weird.
