Glowing halo transmute appearance tab or costume?

I'm thinking about buying it but It will only work if its appearance tab and not costume. Can anyone verify witch it is.

does it work with dragonborn charecters as well? They cant use all helms

I did not wait for a response. I went ahead and buy the Divine follower pack for my dragonborn. I was happy to learn that both head piece work with the dragonborn race. It is a convert to appearance item.
