I thought items won for the citadel tiers were to be account bound

I am finding people selling the new companion for the top 100 prize on AH when I assumed it would be like everything else and bound to account. Not only that, there is no option for players to buy one in the zen store as an option as other tiers before it. Is this bugged, exploit, working as intended?

    The tooltip of Zariel in the leaderboard does not say it is. The prizes for milestone 1 and 2 do.
