how to get elemental infusion armor

hi, I´m looking for the flame motive elemental infusion armor, it´s supposed to be available on the pvp vendor but i cant find it , I want it for the looks not stats, any clue?

    @ismodai I don't think it is available any more, you can read about this "elemental infusion" via Urgus Battlehammer in Caer-Konig but the process have been removed.

    but they changed recently, they used to be the elven armor before
