Storm Spell not critting

After latest patch on PC, Storm Spell was “fixed”, since it would strike a critical hit more often than intended, going even further the caster’s Critical Strike chance.
However, now, Storm Spell feat does not crit AT ALL. Is this meant to be the expected behaviour? Shouldn’t it crit with a 50% chance, at least, if we are capping Critical Strike?

There must be a secret group inside of of cryptic that has only one job. Nerf the Wizard. Serious guys, I'm a very friendly person
but enough is enough. You changed Thauma from treasure to trash, you killed the Arcanist, what will be next? I have lot less trouble in Avernus with my DPS Cleric without high entchantments , nearly no boons, no high companions etc. than I have with my endgame wizard. No, I'm not not the best player but there is no way that this could be normal.

When I run Dungeons and there is a rogue or a ranger I can watch him kill a mob in just under a second. Then all lights on the Wizard. Run into a mob, activate encounter, wait nearly an hour till it´s ready casted, activate the next encounter three cups of coffe later it is ready and... all enemys still alive, Wizard is dead. At this point the Ranger or Rouge has arrived the Boss and took his health by about 50%. No, thats not reality, but you get the point.

We still make good single Damage, but it is no fun anymore to play a wizard.
