Ring of Bel, Mislabeled Item causing upgrade issues?

The purple "Reinforced Metal Rod" required to take the Dormant Forger's Box from Rank 1->Rank 2 is either missing or mislabeled. Several people asked about it in zone chat over several hours and were unable to find any answers. It does not appear on the Treasure boxes (different rod there - gold dented metal rod), new heroics - no rods found in heroics (with or without boss rounds), or on the bel event (Teal - Infused metal rod), or on the merchant. The merchant sales a rod that is purple, but the rods name is different "balanced metal rod. This led to several people buying it and mistaking it for the needed rod. So far, no one can find the first rod...
