My kayak won't come out no matter where I go how can I fix this?

I have tried several times to use my kayak but it dosent come out when I enter the water. This will make finishing a couple campaigns impossible unless I buy a completion token and I shouldn't have to do that. Is there any way to fix this issue?

The stupid question is: do you have any kayak in your key items inventory? I mean, the only way to get one is via SOMI in SKT.
(once I was really surprised that my alt could not sail, but it was because I did not finish the SOMI introduction quests)
