Unable to vote to kick

Had a player that didn't move from their spot for over 20mins. Just ebough to avoid the kick. The 4 others in the group put in vote to kick at 15min mark..... all the way to 37min mark. And it would not let us kick!
No vote box popped up. Nothing.
