encounter couldown times doubling

I have noticed on my ranger and paladin that on occasion my encounter power cooldowns double for no reason. A few min ago in a lomm group my arcane wiz ability ray of enfeeblement went from 17 sec cooldown to over 32 sec. I asked my group how this was possible and they said CW is really bugged. They then told me to swap roles in the midle of the dungeon and that did fix the problem. My cooldowns went back to normal timers.
