Encounter Perk bugged?

I don't know for sure ... but it does make me wonder. I have had both swordsman perk and sniper perk and in both cases there an icon on your buff chart showing x1 x2 depending on how many you have. I see no such thing for encounter perk, and in addition I can not say for sure that when I wear 2 encounter perks that I am getting x2 damage.
