It is dead. It seems really dead - you might consider buying another pet to widen the variety while maintaining your standards... a parrot might suit your tastes. (On the serious note - check if you get the augment benefits. If it is only visual, you can ignore this issue. Resummon sometimes helps to solve many weird gimmicks too.)
That's just because it's an Augment rather than a combat companion. They don't fight, don't take damage. Their HP are irrelevant. You can see the same thing on the Cat, various Ioun Stones, Chicken.
