Incoming healing bonus from offhand power

Is there any reason why the bonus of this power was nerfed from 10%(live) to 0.05% on the preview? I can understand it if it was halved to 5% but 0.05% makes it a useless power. Even companion influence is 5% on the offhand power.

Is this working as intended or a bug?
