Offhand weapon- crit severity gives lower than expected 10%

I sit idle with 99.5% crit severity. Equip offhand with 10% crit severity and only get 107% after equip. I verified with 10 offhand weapon across multiple classes, % varies alt to alt anywhere from 8.5% to 6.5%. Never 10% as stated.
