Elven Battle Enchantment broken?

in Bug Reports (PC)
When playing on PlayTest I start using Elven Battle Enchant, and it worked well. It was easy to see it woked.
Now on live I don't see this anymore, so question is: are Elven Battle Enchantment broken?

    It depends heavily what the source of CC is, are you testing against the same sources?
    Obsidian Moonlight - Paladin
    Obsidian Oath - Warlock
    A whole lot of other Obsidian toons as well.
