5/14/2019 patch broke teneberous enchantments

Before todays patch teneberous enchantments were working.
Mind you they all had a ui bug saying no matter what rank you had there was a 8% chance of proc.

Now with the new patch the ui bug is gone. Well there is no value in the ui and no value to proc on enchant at all.

I hate paying taxes! Why must I pay thousands of dollars in taxes when everything I buy is taxed anyways!

    It's not just a tooltip bug. I just beat on a dummy for 5-10 minutes and didn't see a single tenebrous enchantment proc.

    Edit: I used 3 tenebrous enchantments during that test. A level 13, 14 and 15 each, which should be about a 21% chance to proc.

    Can confirm with my R12-13 enchants, 24% chance, 0 proc on all my solo journey last night.

    i tested for 3 hours straight... the % chance was deleted completely... its "null" chance
