The problem with the current scaling (capping)

Gear is capped individually, rather than scores capped overall. As a result, stats are scaled in a hard-to-predict and confusing way.

A character that is geared to be balanced at lvl 80 will usually downscale to an unbalanced stat distribution at lvl 70. An unbalanced stat distribution that is less effective than the player was at lvl 70.

This is why lvl 70 characters have "better stats" than scaled down lvl 80s. Because their stats are optimized for lvl 80, but the downscaled stats are all over the place due to gear-level capping. This is why it works to create a "RAQ loadout" that is re-optimized with gear for within a specific level band.

To be clear, in my opinion this is pretty far from "overall a pretty good place"
