Vistani artifact wrong level after refining on Preview server

On a TR I have a vistani mainhand that I refined on the preview server from green to blue (to lv15)
It is showing a rating of 420. In my bag I have the green lvl1 artifact reward from spinneret rise which is showing lvl 455.
On the live server it is showing 360 and the vistani lvl1 at 455.
