Plant growth and rooting

I did throne of DG and i hit Plant growth on various mobs, none were rooted in place, though the graphics show the root stems crawling up their legs. PG is on my combat HR cause it hits hard but the tool tip says it roots all targets for 10 seconds. This need looking at.

Is this happening consistently or just in that context? Thanks!

consistently. None of my rooting powers in Combat HR actually stop the mobs from moving, whether it does the DOT damage idk.
