New Blacksmith Crafting

Have lvl 4 blacksmithing but cannot assign a tool to craft even a lvl 1 item. Can select an artisan but the 3 valid tools are all greyed out. Consequently with this character can do no blacksmithing. Can craft OK with all other professions and with other alts.
