Vistani Vendor Stuck at Spawn Site

The Vistani Vendor sometimes gets stuck at the spawn point where he walks through the forest and up the cliff (below Strahd's dead girlfriend). You can see the vendor facing away and identified by his title, but he is at his starting spawn point and he does not move for the whole of the day. Moreover, I checked 3 instances, and he is stuck like this in all 3.

This is probably the reason why there is debate on whether there are 4 or 5 spawn points, and the 5th point never discovered, because the vendor is stuck on the 'Baez cliff point spawn site.'
