TR bloodbath ignoring GF shield mechanic

I have been noticing since the last patch (Omu) a lot of instances of TRs using the bloodbath daily not having their damage mitigated by the block mechanic on the GF if the block is active before the daily is launched. The only way to correct this is to drop your shield and then put it back up again. At this point you have already taken about 50% of the hits unmitigated. Please confirm if this is WAI, because it does not seem like it is.
