AC/DC Exaltation heal low?

I don't see an image attachment option, so imgur links are below for screenshots. On my level 66 cleric, the power tooltip states "575-672 Healing". By comparison, the Bastion of Health tooltip states "7,689-8,880 Healing". In fact, every other healing tooltip is a few thousand HP at this level. Exaltation definitely feels really pathetic too, so I don't think the tooltip is wrong.

Is Exaltation healing bugged too low? Or is this desired behavior?

It is a weak but you don't use it for the healing. You use it for the 10% damage buff that is applied to your target and yourself.

If used properly my Divine Glows can hit for over 500K.

Exaltation's healing is OK. Also its a heal over time (when using it without Tab) and Dont forget you need more Power and Wisdom and a weapon rang for bigger healing. It's normal.
