Con artist

I seem to remember the con artist getting nerfed in the sense that it no longer stacks it's debuff. Am I right with that or am I mis-remembering and it does still stack?
If I'm right when was it nerfed?

The Con Artist debuff still stacks with other con artists but it falls under the diminished returns buff/debuff soft cap of 300% instead of separate of the old 200% buff/debuff.
