Icewind Dale daily bugs

There are bugs with several daily quests in Icewind Dale in both Icewind Pass (IP) and Dwarven Valley (DV). I've experience them on my HR and I've been in zone chat with several others. The issues are with the permanently fixed items. All the permanent quest triggers are only available for me to use one time a week, after server maintenance.
For instance the quest Strung Up in DV. You are supposed to take down spoiled meat (6 of them) hanging from trees and burn them to lure out a Fell Troll. Kill said Fell Troll and turn in the quest, it's complete. The spoiled meat never reappears after it's been "taken down" one time.
The same for Lawful Salvage the "gears" are only usable once in DV, the Troll Idols in DV are only useable one time a week, and the permanent orc weapon mounds in DV. The Shaman Staffs and the fixed Knucklehead Trout skulls in IP are also glitched for me, both are same as the others listed where you get to use them one time a week. I've tried everything I could think of to "unglitch." I've abandoned the quests and have waited for hours, gone back reaccepted the quest(s) and still nothing reappears. I've changed factions, I've hard reset my XBox, I've tried to complete in a group both with me in lead and then with someone else as lead. I've reset my router. The only way all the items are usable again is the first time after server maintenance.
