Curious about Steely Defense and Disciple of War Feats

I am most curious as how these feats work.
Does Steely Defense provide 20% of your defense power while lowering your defense by 20% or does it just add 20% of your defense to your power?
Does Disciple of War add 25% of Recovery and Armor Pen to your power without any reduction in recovery and armor pen?
I am asking these question as these feats are very similar to Assassin Covenant but they don't seem reduce the stats that are providing the power increase or do they?
I am considering making a GWF and wanted to know how these feat worked compared to Assassin Covenant.
