No, you can farm all four if you want. I did fire and water a long time ago. Now, I craft them for alts instead of farming.
It's also worth remembering, that if you have the four quests and are carrying the seeds round, you can discard the seeds you aren't farming and then later on return to the Druid to restart the quest to save space in your bag/bank.
DON'T do that with a seed that contains any motes though. Not unless you are OK with starting at 0 again cos' that's what will probably happen.
And, you can only obtain each set of weapons once per character with this method. At one point I wanted to redo the quest to reclaim water weapons, before they could be crafted.
Wondered that myself. Did many HEs but not a single mote. You say the highest level HE drops motes but I did the highest one I think in Spinward without receiving a single mote. I think the highest level HE in Spinward is Cloudkill. Correct me if I'm wrong.
You mentioned Water as being the Crab one. What are the other three highest level HEs then in Earth, Fire, and Air?

As of recently, Elemental weapons are craftable from professions for a reasonable investment (and sellable)
One benefit is that you can look through the Auction House for the exact right artifact power and save a ton on not having to use any cubes to unlock the bonus you want. The bonuses are randomized upon crafting, so you just need to be patient/attentive and eventually you'll find exactly what you need. For an alt, this is a phenomenal cost saver.
Interesting that you are after these weapons at this point in the game, it was a fun little task a few mods ago but the weapons are way off the mark of being good compared to all the other choices, maybe there is an achievement still...but I don't recall one. Save yourself some time and have someone craft them for you if you are trying to populate collections or something. If you really want to wear the weapons, still have someone craft them Have fun either way.
I have to admit that I still run the Fire set on my DC (who was only created to help Guild and Alliance runs complete the "Healer" quota. And, again, I have to admit that since Random Queues I barely play cos I have neither the time nor the inclination to get to 11k.) as it helps keep dailies firing quickly.
