Prophecy of Doom?

First, I need to explain that I'm asking this on behalf of one of my guildies.
Since my Cleric is AC, I've never even seen this power.
Apparently, on normal, with no Divinity or Empowered, Prophecy of Doom has this thing where if you kill the target within x seconds you get a stack of AP and the power itself instantly recharges.
My chap in the guild says that the beastie dies and a red "DOOM' pops up, followed by a bunch of AP, but the power remains on cooldown.
Is he doing something wrong, misunderstanding it, or is there a problem with the power not matching the description? Is there perhaps... a solution somewhere out there that I can pass back down the line.
