I asked on XB forum and got no reply, so I come, cap in hand, to the great font of wisdom that is the PC community.
Basically, if I'm using Berserkers Rage insignia bonus, and getting X power from 10% of my ArPen for full Action Points... if I use a daily does the damage calculate with the Berserkers Rage Pow bonus?
The cheapest option to try it out seems to be the Enchanted Courser, and I'm hoping someone knows the answer so I don't end up wasting 300k in AD to probably find out that it calculates from when the effect hits therefore when AP s at zero... rather than when it is cast.

The toon just wears the offensive Powers of the used insignias.

That the bonus actually works can be tested via combat logs. I have just taken the interesting information out of it:
Sure Strike at 100% AP:

As you can see the 20 points in power are taken into account as an increase of around 0.05% dmg.

On use of Spinning Strike the AP depletes slowly. While wearing Berserker's Rage the log states following results:

That one is interesting as Berserker's Rage works even if you can see that the AP Bar is empty on the third hit. The last hit does not take the insignia bonus into account.
I'm not sure how it is in general with dailies, but it seems that it works only on hits that are hitting a few 100ms after the AP-Depletion.
A good example is Savage Advance where the AP-Depletion is after the last hit which takes a bit time to fully cast.
For PVE the insignia bonus is bad as you need no more than ~6000 ArP which is ~600 Power.
I don't really play PVP, but i think it is pretty bad too, as the effect is just taken if you have full AP. That means that either you don't use Dailies or if you do use Dailies it has a bad uptime.
I have equipped a Dark rank 5 enchantement (140 ArP) on a companion with legendary bonus (15% stats of the companion) and one rank 12 bonding stone (95% stats of the companion). Then checked if the buffs 140*0.95+140*0.15=154 are taken into account.
Result is that both are not taken into account.
That makes Berserker's Rage even worse in PVE.
