Artifacts Buffs: Bug or Nerf?

Hi, I have a Champion's Banner and Bruenor's Helm and i noticed that the party buffs of these items are less than before the patchs. Same with other banners in collection (Vanguard, Defender, etc) At Mythic Champion's Banner gives 130 Recovery , and 130 incoming healing bonus instead of 1996 of both stats. My Champion's banner is rank Epic and when i summon it gives me 635 of recovery for a sec and it lows at 93, and gives me only 93 of incoming healing instead of 635. If these artifacts were nerfed, it's a shame. But: It's a bug or a really bad nerf?
