I am not totally sure but I think this: If no one is in the stronghold the instance get's deleted after 3? or 5? minutes. If you log in to a deleted instance you are ejected to the last valid position in the "real world", e.g. River District.
The stronghold is an instance like a lair or dungeon. If there is no one accessing the specific instance it is deleted after a set amount of time.

And if anyone has an instance of your stronghold already open and you were previously parked there, then you will log in and be in your SH.
Unless your stronghold never closes because your guild is huge, you can't expect to always return to it.
You can use this your advantage. If you have VIP rank 4 and 'park' your characters someplace specific like Protector's Garden, travel to the SH map, do whatever you need and then swap characters. Eventually that character will get dispaced back to their starting location without having to cross PE.
