New Changes to Fishing Map Rewards

Surely this has to a be a bug.

You get your map, you find the spot, you open the chest, but now you get a bound box inside. Which contains unbound items. What was the point of adding the box if not to bind the items?

I'm not sure of the point of the unbound items in the box but the box was added to prevent bag space from filling up when players are out and about away from the settlement.
