Looking for clarification on "Lifesteal" terminology.

Hey guys, I am an XBO player and asked this on that forum but no one seemed to know.
But you guys with all your funky analytical data metrics and stuff should have the answer.

I'm not quite at the point of finishing the IWD Campaign, so that final Boon is still open.
As a TR with a high LS I'm looking at the boon that gives the +3000 damage after a heal, and I was wondering if the effect of Lifesteal counts as a "Heal" effect in game mechanic terms?
If so, with Flurry and a near 20% LS chance it would be cracking to have that potential extra 3K, but if not then that Boon is about as useless as it could be, considering that about 85% of my time is spent soloing, about 10% pugging and, frankly, to say 5% guild stuff is probably an exaggeration...

Also, does lifesteal count as 'incoming healing'?

ICD is 30 or 60 seconds IIRC.

That actually ain't very good, thanks to the cooldown. You should get Winter's Bounty, it's pretty good.
