New players restricted?

So made an account for my son and was going to send stuff back and forth.
Turns out new players can't do the following.
Mail
Trade
Buy ad with zen

Um.... What?

So, now, we have a do a boat load of quests before I can help him out?

Is this another ad seller block that is HAMSTER with legit players, or am I missing something?

believe its at lvl 15 you can . sense he's a new player . when i was new i couldnt talk in zone till level 15 on one character

Yeah I found that I had to be level 15 to do a lot of the social stuff. But at least level 15 doesn't take that long to get to.

Makes sense, but oh well.

Yeah we discovered this issue with a friend of ours who joined the other day. I had a lv 5 character that I told him I'd run with him. We took him to the guild and got him to about 20, the whole time I was trying to give him a mount (I'd gotten one out of the lockbox that morning). We were baffled trying to figure out what all we had to do in order for me to get him the mount. We ran through the crown, talked to Knox, got him past level 15, picked up his free horse and companion, did Blacklake and finally I had to go to bed so I handed the black stallion off to a friend who could be up later than me and hopefully give it to him later.
